Is Frontpage 2000 a good choice?

For a beginning to intermediate webmaster, it's a great choice. As you become more advanced, you will find yourself more and more annoyed with it's limitations and restrictions and attempts to "do things for you". Still, a wonderful tool for putting together quick and easy websites. Just don't use templates.

Dreamweaver?

One of the best (and one of the most expensive) website editors. If you can afford it, Dreamweaver is a great choice.
